Winter Park runs its own water utility instead of buying from OUC. The city’s 2025 water quality report says it pumps from the lower Floridan aquifer through six wells up to 1,330 feet deep, treats the raw water with ozone to strip out naturally occurring hydrogen sulfide, and chlorinates it in ground storage tanks; sodium hydroxide goes in as well, to make the water gentler on copper pipes. The utility serves about 23,000 connections across roughly 23 square miles, some of them outside the city limits, so a Winter Park mailing address is not proof you are on city water. Lake Rose and the chain of lakes

On May 8 and 9, 1981, the ground gave way at Denning Drive and Fairbanks Avenue. The U.S. Geological Survey’s photo record describes a sinkhole about 300 feet across with some 80 feet of visible depth that swallowed a house and undermined an auto repair shop and a community swimming pool. The city stabilized it, and it is now Lake Rose. Few backyard pools here sit anywhere near that kind of collapse, but the same limestone and the water around Lakes Virginia, Osceola, Maitland, Mizell, Sue and Killarney shape how a shell gets emptied. A pool in saturated ground can be pushed upward once the water weighing it down is pumped out, so on a lakeside lot the drain-down is timed to dry weather and the hydrostatic relief valve is checked before the last foot comes out.

Lot coverage, lakefront review and the permit question

Winter Park writes pools into its zoning code as well as its building code. Section 58-65, which governs the R-1 single-family districts, counts swimming pools, decks and patios as impervious surface and caps impervious coverage at half the lot; the area inside a screen pool enclosure is held to eight percent of the lot unless total structures stay within the combined limit. Resurfacing the same footprint changes none of that, but widening a patio while you are redoing the pool deck can push a tight lot over. The Building & Permitting Services guideline for pools, issued from 401 South Park Avenue, is written for new construction and requires Planning & Zoning lakefront review for a pool on a lake, canal or stream. It does not say whether a re-plaster or a waterline tile job on an existing pool needs a permit, so confirm with the building department before work is scheduled.
