Pool resurfacing in Winter Garden
Winter Garden more than tripled in population between 2000 and 2020, and 39% of its homes date from the 2000s. That puts a lot of pools at about twenty years old. Hamlin and the rest of Horizon West use Winter Garden addresses but are unincorporated, so pool permits there come from Orange County rather than the city.
Winter Garden was incorporated in 1908 and grew from 14,351 residents in 2000 to 46,964 in 2020. The City’s building department takes a broad view of permits. Its FAQ says a permit applies to the “alteration, modification, repair” of structures and their appurtenances, and it lists swimming pools among the exterior projects that need one. Its job-site guidelines add that minor repairs may not need a permit. Certain nonstructural work on a single-family home can qualify for an exemption, but only through an application approved before the work begins, and structural, electrical and plumbing work is never exempt. A plaster-only job and one that also replaces a pool light can land on different sides of that line. Ask the Building Department at City Hall on Plant Street before the pool is emptied.
Plenty of Winter Garden addresses are not in the city at all. Horizon West, the master-planned area Orange County adopted in 1995 that includes Hamlin and the Bridgewater and Lakeside villages, is unincorporated. It had 58,101 residents in 2020 and uses Winter Garden, Windermere or Orlando mailing addresses. Pool permits there come from Orange County.
The City’s 2025 water quality report says its water comes from six deep wells into the Floridan Aquifer and is treated by aeration and disinfection with sodium hypochlorite. That year the Florida Department of Environmental Protection ran a source water assessment on the system and identified 18 potential sources of contamination near the wells, rated from low to high susceptibility. The City’s water also reaches beyond its limits. Orange County Utilities buys Winter Garden water for two small unincorporated service areas, Magnolia Woods and Partlow Acres.
American Community Survey estimates for 2020–2024 put 39% of the city’s homes in the 2000–2009 building boom, with a median build year of 2004. A large share of Winter Garden pools are therefore around twenty years old, the age at which original finishes and waterline tile start getting looked at. The older core is different. The Winter Garden Historic Residential District, bounded by Plant, Boyd, Tilden and Central Streets, was added to the National Register in 1996 and contains 76 historic buildings.
The City’s construction guidelines also cover where drained water goes. Water pumped off a site has to meet Section 106-17 of the City Code and must run clear. If it is sent toward a lake, a floating turbidity barrier has to reach the lake bottom first. Site work is limited to set weekday and Saturday hours, with none on Sundays or holidays.
East along SR 50 is Ocoee, and south past the Turnpike is Windermere. West over the Lake County line, Clermont is the next stop.
