Two water systems, divided by US 27

The City of Clermont runs two separate public water systems, and US Highway 27 is the dividing line: PWS East (#3354779) and PWS West (#3350215). Both draw from the Floridan Aquifer through eight city wells with little treatment beyond chlorine. The 2025 report shows the two sides are not identical. Sodium from the 2023 sampling came in at up to 14 ppm on the east system and 6.6 ppm on the west, and arsenic was detected on the east side but not the west, both well within limits. Which side of US 27 a house is on decides which of the two systems refills its pool, and which of the two reports applies to it.

Hills, deep sand and a chain of lakes

Clermont sits on the northern end of the Lake Wales Ridge, which is why the roads roll in a way the rest of Central Florida does not. Sugarloaf Mountain, just north of town near Lake Apopka, reaches 312 feet, the highest point on the Florida peninsula. The ridge uplands are Candler-type sands that the USDA describes as excessively drained, with the seasonal high water table deeper than 120 inches. A hilltop yard usually gives more room to drain a pool than a lakefront lot does. The Clermont Chain of Lakes, including Lake Minneola, sits much lower, with a surface around 85 feet, and homes near its shores deal with shallower groundwater.

The limestone below that sand also produces sinkholes. In August 2013 a sinkhole opened beneath a villa at the Summer Bay Resort in Lake County, about ten miles west of Walt Disney World, and part of the three-story building collapsed. A new crack in a pool shell here is worth a proper look before it is simply covered over, which is what crack and delamination repair is for.

A city that grew up after 2000

Founded in 1884 and incorporated for good in 1916, Clermont was a citrus town for most of its history, marked by the 1956 Citrus Tower. Then it boomed: 9,333 residents in 2000, 28,742 in 2010 and 43,021 in 2020. Most backyard pools are therefore from the last twenty-five years, and many owners are coming up on a first refinish rather than a fifth, whether that is a like-for-like replaster or a move to quartz.

Inside city limits, the City of Clermont Building Services Division issues permits, and its rule covers anyone who intends to “alter” or “repair” a structure. Its exemptions for homes are limited to work within the dwelling, such as painting, flooring or tile, and swimming pools appear on its list of separately permitted items.
