Kissimmee homes get their water from Toho Water Authority, not from the city. Toho was created by a special act of the Florida Legislature in October 2003, growing out of the old City of Kissimmee Water and Sewer Department, and it now serves Kissimmee, Poinciana and much of unincorporated Osceola County from a network of treatment plants. Toho posts a separate water quality report for each system, with an address lookup, so the report that applies to a pool depends on which Toho system serves that street.

A Kissimmee address is not always the City of Kissimmee

Kissimmee is the Osceola County seat, and a large area around it uses Kissimmee mailing addresses while sitting outside city limits. Osceola County’s Building Office tells applicants to check first whether a property is inside the City of Kissimmee or the City of St. Cloud, because those cities issue their own permits. Inside city limits, the City of Kissimmee Development Services Building Division handles it. The city’s published list of permit types covers construction of a pool, hot tub or spa, but says nothing specific about re-plastering or re-tiling an existing one, so confirm with whichever office has jurisdiction before scheduling.

That matters most for vacation-rental pool homes, where every drained day is a booking blocked on the calendar. Knowing which office you answer to, and what it wants, before the pool is emptied keeps a resurfacing from running into the next reservation.

Shingle Creek, Lake Toho and a wet ground

The city sits on the northwest shore of Lake Tohopekaliga, and Shingle Creek, often called the headwaters of the Everglades, runs through the west side of town into the lake. During Hurricane Ian the creek crested at 64.21 feet on October 1, 2022, beating the 62.33-foot record set by Irma in 2017. Downtown streets along the creek, Pebble Point and parts of Buenaventura Lakes flooded, the city issued a voluntary evacuation for Shingle Creek Reserve at the Oaks, and Lake Toho was forecast to keep rising for days afterward.

Ground that saturated pushes up on an empty pool shell. Near the creek or the lakefront, the safer window to drain is after a dry stretch, and any cracking found once the water is out is best handled through shell crack repair before a new pebble finish or plaster goes on. The city itself grew from 59,682 people in 2010 to 79,226 in 2020, so both older lakefront homes and brand-new subdivision pools are in the mix along US 192, John Young Parkway and Osceola Parkway.
